If you want to build a cigarette factory in Turkey, the regulations require that you build your plant with both primary and secondary departments, and equip it with only new machinery. And, if you want control of pricing and distribution, you need to ensure the factory is capable of manufacturing 2bn cigarettes a year or more on a single-shift basis. The government obviously wants companies to commit to the long term. But then if proof were needed that British American Tobacco is serious about Turkey, all that is needed is a look at the history of how persistent have been its attempts to get into the country ― oh yes, and at the foundations of the factory it has recently completed just outside Izmir.
