"This reduction does not guarantee our export volumes will remain at... [2008's] level. But if we don't fairly reduce export prices, our 2009 contracted requirements could be reduced substantially."rnThe final outcome of this issue was by no means certain as December began. Farmer resistance to last season's initial offerings brought price concessions from most leaf buyers.
