In view of Japan's traditional interest in robotic technology, UAV development has been relatively slow in the military sphere, but more active in the civil sector. Japan has traditionally supported a vigorous defense RDT&E effort. This is in part due to traditional Japanese defense industrial policy. Because of the 1% of GDP allotted to defense and the relatively small size of the JSDF, there is usually a significant pool of funds available. Much of this is directed to wards domestic procurement efforts as part of state industrial policy to bolster Japan's high tech industries, es-pecially in aerospace and shipbuilding.
