Israel pioneered the tactical use of mini-RPVs with the Scout and Mastiff programs of the early 1980s. The Malat division of Israel Aircraft Industry dominated UAV development in Israel through the 1990s, but in recent years, several other firms have developed UAVs including Elbit/Sil-ver Arrow, Aerostar and EMIT. Israel has recently expanded its UAV force from 2 squadrons to three with new acquisitions of Hermes-450 endurance UAVs. In addition, Israeli firms have been pioneering the lease of UAVs, first to the Israeli government for police functions, but more recently to foreign clients.
