The French defense ministry awarded a Matra FFr2.2 billion (~$420 million) contract in September 1989 for development of APACHE. The APACHE Anti-Piste program was expected to cost about FFr4.5 billion, meaning a program unit cost of about $4.25 million per missile. In 1999, the total program cost for the Apache AP program was stated to be FFr4.225 billion of which FFr2.605 billion had been spent through late 1999. Funding in 2000 was for FFr395.7 million of which FFr305 was for manufacture. A French Senate report in 2003 indicated that total Apache program costs were 674.4 million including 404.9 million for development and 269.5 million for procurement. A French Senate report in 2003 indicated that total SCALP program costs were 786 million for 500 missiles, which suggests a unit cost of about $1.5 million.
