Why is the Doha Development Agenda Failing? And What Can Be Done? A Computable General Equilibrium-Game Theoretical Approach

The trade negotiations led under the banner of the Doha Development Agenda (DDA) is complex as highlighted by the Cancun summit on September 2003 and the Geneva meeting in July 2008. This last meeting largely confirmed the perception of the DDA as a failure.' During this meeting, Pascal Lamy tried to cut a deal amongst seven countries (European Union (EU), United States (US), China, India, Australia, Japan and Brazil). This ini-tiative has been criticised (see Third World Network, 25 July 2008)~2 because of the fact that the World Trade Organization (WTO) rules call for consensus.~3
