As a result of exceptional mobilisation by central government and local government bodies, the Toulouse site was finally chosen to set up the assembly plant for the Airbus A380 jumbo jet, and this led to the inception in 2001 of an urban development project called "Aeroconstellation", around a large-scale industrial project, the vastest of its kind in Europe. Greater Toulouse and its developer, the SETOMIP, performed operational management of the project, with the participation of the "Conseil general" (County Council) of Haute-Garonne and the Midi-Pyrenees Region. Around the main programme for the Airbus A380 assembly site (Jean-Luc Lagardere plant) and the Air France maintenance centre, support businesses were set up (technical centre for energy distribution, central fuel supply unit, restaurants) and partner businesses. The development plan is innovative, being organised around public infrastructure development and specific aerospace facilities, built by Greater Toulouse, which entrusted their operation to neighbouring industrial firms through long-term leasing arrangements. These facilities are said to be "in the general interest". This industrial project is also a great urban project, an exceptional high-quality location for work, well integrated into its environment, which has even created its own landscaped universe through a very ambitious equipment programme, carried out in accordance with a very tight schedule imposed by the industrial firms' deadlines.
