Die Entscheidungsstrukturen der Leibniz-Gemeinschaft - Ein Beitrag zur Governancediskussion im Forschungsbereich

The article analyses the structures of the decision-making processes in the institutes of the German non-university research organisation "Leibniz-Gemeinschaft", based on the concept of governance developed in social science. Several institutes have been explored considering the organisation statutes, accompanied by interviews with the directors of the respective institutes. Despite the different legal forms, all institutes have similiar structures of organisation and decision-making procedures. No remarkable differences in the autonomy of the institutes and their scientists could be found. The representatives of public sponsors entitled to vote in the respective bodies of the institutes usually do not use the power given by the formal rules but informal influence is difficult to measure. In comparison to the university structures it is striking, that in many institutes there is no separate body for the representation of the scientists. The introduction of the new model of financing, the so-called programme budgets, has not yet produced important effects on the organisation of the institutes.%Der Begriff „Governance" hat in der politischen und wissenschaftlichen Diskussion Konjunktur. Die internationalen Beziehungen werden als „global governance" bezeichnet, moderne Regierungen zeichnen sich durch „good governance" aus, Unternehmen sollen sich einem „Corpo-rate-Governance-Kodex" unterwerfen. Eine allgemein gültige Definition bzw. deutsche Übersetzung existiert jedoch bislang nicht. Ungeachtet der unterschiedlichen Ansätze besteht der gemeinsame Kern darin, dass Governance als Analyseansatz für komplexe soziale Zusammenhänge dient. Gegenstand dieser analytischen Perspektive ist die Regelung der Koordination von Handlungen interdependenter Akteure, wobei als Akteure vor allem Organisationen, auch im weiteren Sinne, in Betracht kommen. Mit anderen Worten geht es um die Untersuchung des institutionellen Rahmens, der das Handeln von miteinander verbundenen Akteuren beein-flusst.
