When Canada's air passenger rights regime was announced last May, Transport Minister Marc Garneau described the new rules as world leading, but with recent media reports of growing consumer confusion and frustration, not ready for primetime might have been a more appropriate term. This latter description of the passenger rights regime is certainly more in line with calls of concern expressed by the airline industry at the time. In representations to the Canadian Transportation Agency (CTA), which was responsible for drafting the regulations, the National Airlines Council of Canada (NACC) last year warned that the government's rush to regulate passenger rights would produce "rules that reduce[d] consumer protection and convenience through higher fares, reduced service, and market confusion."
