A battle over siting of turbines in Wisconsin has practically stalled wind development in a state where the results of November's elections have pitted Republicans against Democrats on several issues. The conflict surfaced when first-term Republican governor Scott Walker, aided by his centre-right party's return to a legislative majority in the lower house of the US parliament, suspended statewide turbine-siting guidelines hours after they went into effect on March 1.
