As Britain cleans up and counts the cost of the severe flooding in early 2008, the policy makers have finally begun to recognise that it is the surface water drainage infrastructure that is failing to cope with the increasing onslaughts of climate change. Nothing is more certain than that flooding will happen again - and that a significant contribution to the 2007 summer floods was from surface water.
