Nobody cares about sewers until they go wrong and then householders hope that it is someone else's problem. For 50% of householders it is someone else's-their water utility's-but for the others it could well be theirs and/or one or a number of their neighbours. But from April 2011 the situation should be clarified -most responsibilities are being transferred to the water utilities. In December, after seven years of deliberation, the government announced that private sewers and drains were to be transferred into water company ownership.
