摘要

A quick look at the utility and buried service industry, even to the uninitiated, shows there is a significant and fairly wide-ranging mandatory requirement for training, minimum competency levels and approved certification of operators / installers / contractors, particularly where health and safety issues are concerned.For example confined space workers need to hold the relevant documentation / certificates and certain types of machinery may not be used by untrained and certificated personnel and CCTV surveyors need to meet a certain reporting standard. This situation, whilst to some a burden, is seen by most to be totally necessary to ensure the safety of the workforce and the public that may pass near to a work site.
