Utilities regulation is designed to create stability and consistency, for the benefit of consumers and investors alike. Changes to regulatory regimes are therefore disruptive by nature, forcing companies to adapt work processes and reporting practices -often for myriad business activities - and update investor understanding of any implications for their returns. Meanwhile, regulators must ensure there is public confidence that changes to regulation will always maintain or improve the outcomes they receive from utilities services, without creating any counterproductive unintended consequences.
