The seeds of the League's grassroots lobbying efforts germinated when city officials realized that their collective clout had diminished over the years. From the property tax shift that began in 1991-92 to the growing vulnerability of local Vehicle License Fee (VLF) revenues, it was clear that legislators were becoming less responsive to local control issues and more responsive to other influential groups with the ability to make campaign contributions or provide field volunteers for get-out-the-vote drives. Quite simply, cities were being out-gunned.
