This year, California is facing the biggest fiscal crisis the state has ever seen. It is more important than ever for cities to get involved in the budget debate as solutions are discussed and decided. Understanding when to most effectively advocate local issues is vital to cities' success and requires knowing: 1. Who: the individuals and decision-making bodies involved; 2. What: the budget-related documents that remain consistent from year to year; and 3. When: the timelines and deadlines. California's Constitution requires the Legislature to pass a budget by June 15 of each year to cover state operations for the following fiscal year, which begins July 1 and runs through June 30 of the following year.
