Skerry Sterrett of the Pleasant Hill Parks and Recreation District thinks that voters throughout the state believe local dollars should be used to pay for local services — not to balance the state budget. "Residents are used to having parks and recreation as a part of their city services," said Sterrett, who is also the current vice president of the California Special Districts Association (CSDA). "Property taxes are paid by citizens who expect them to stay local and pay far services in their community."
