A Tale of Two Whirls

September 2003 spelled tropical trouble for much of North Carolina, Virginia, Maryland, and Pennsylvania as the remnants of massive Hurricane Isabel made landfall. In addition to severe rainfall inundation of low-lying coastal zones and the Chesapeake Bay, intense wind gusts caused horrific damage and millions of power outages across an exceptionally broad inland swath.
