Homeland Security Secretary Michael Chertoff is calling on lawmakers to complete work on the Fiscal Year 2009 Homeland Security Appropriations bill amid what is shaping up to be a protracted halt in the appropriations process."We know where we have to spend the money.We've got a good sense of exactly what we want to do.The issue's going to be finding that money and spending it over the next period of years and in that respect,obviously,if we don't get an appropriations bill,we can't spend the money," Chertoff said during a July 17 House Homeland Security Committee hearing.
