Having criticised economists in the last two Aquaphemera's for their ideas on water reform, it seems only fair that I put up my alternatives so they can wreak their revenge. The first and most critical point is that before implementing any changes, a rigorous triple bottom line analysis needs to be undertaken (like that done for any large water infrastructure project). This analysis needs to cover all those who are directly and consequently affected -especially in the wider community. For example, little analysis seemed to be undertaken on the effects on rural communities in irrigation areas before water trading was introduced (or at least little consideration of how to ameliorate the impacts in the short term). Similarly, proposals to introduce water retailers and distributors, as done in electricity to provide competition, has not shown any analysis of the impact on utility's standards of service on utility shareholders or on consumers.
