Alliancing emerged in response to dissatisfaction with long, complex and costly disputes, which were associated with other forms of contracting. During the 1980s and 1990s, the construction industry was rife with such disputes. This led to aggressive, adversarial and compliance-focused approaches to contracting with disastrous impacts on project delivery. Industry participants sought new and innovative procurement methods, including alliancing, which radically altered traditional risk allocation. Since then, alliancing has transformed the water sector. It is now widely seen as delivering value for money in complex infrastructure projects, capital programs and the provision of long-term services.
