There are many situations where local government and other organisations award contracts based on price. These are often awarded to inexperienced suppliers who have limited knowledge and experience when dealing with hazardous chemicals, and who utilise the wrong materials, designs and installation techniques. This not only costs the customer considerable money due to failures, downtime, repair and replacement, but can cause significant damage to infrastructure, and pose serious health and safety risks to operational personnel and the public through over- or underdosing of chemicals. Environment pollution can also be a consequence.
