The Asian Development Bank's (ADB) report on public service delivery in the Asia-Pacific region presents a mixed picture across the region. The document makes a number of key statements relating to water and sanitation, such as the early observation that 'access to food, safe drinking water and sanitation, and communicable disease control are vital for citizens and communities to function well.'
