Russian experts are said to be considering a connection between the Kuban river and the downstream end of the North Crimean canal, amid claims that Ukraine has drastically cut water flows. The diversion would require a pipeline of nearly 400km in length at a cost of around $2.8 billion. Ukraine is alleged to be claiming that the cuts are due to outstanding debts on water supplies. The Bangalore government is working hard to revive the state's defunct GROUNDWATER BOARD, in order to control groundwater use in the face of critical over-exploitation, which has reached 90% in some areas. Three areas are said to be facing a critical groundwater situation, and a further 20 have groundwater resources that are defined as being in a 'semi-critical' condition. The main cause is said to be the ad-hoc drilling of borewells for irrigation. The Groundwater Board, established in 2010, faced protests from farmers when attempting to control water use, and has thus never functioned.
