State Policymakers Are Key Target Audience for Public Awareness Efforts

California and Pennsylvania may be on opposite sides of the country, but they have a lot in common when it comes to water wells. Both are big, populous states with a large number of wells and contractors to service them. Moreover, their state ground water associations are among the nation's biggest and most active. So, one might assume that they have all the bells and whistles when it comes to their public awareness programs. Not true, say top officials with each. Instead, the associations have taken a strategic approach — due in large part to staff and money limitations — by focusing public awareness efforts on key decision makers. Often, this means state legislators and agency officials who shape policy.
