The system was required to model the water resources to ensure that these, whether impounding reservoirs, river abstractions or licensed groundwater abstractions, could all be managed at a known and acceptable level of risk. Within the constraints imposed by this analysis, the company wanted the system to support optimal operation of the supply system, defining the most cost effective pattern of production and transfers to minimise costs whilst meeting all operational constraints. These constraints would include system limitations such as plant and licence capacities, rates of change of production, switching of flow direction and bi-directional mains and other more sophisticated factors.
