CARTHAGE, RONE, AND ISTANBUL: WATER RIGHTS VS. HUMAN RIGHTS TO WATER

A wenty-two hundred years ago, Carthage was both a remnant of an earlier empire (The Phoenician) and an imperial power in and of itself. Though fading, it helped to control the reach of the city-state of Rome. Rome started as a small, regional power, nothing like the vast empire it was to become. Rome was held in check from achieving dominance of the Italian peninsula much less the Mediterranean basin and beyond by the Carthaginian (Punic) Empire to the West and the Hellenistic Empires to the East. Rome fought three wars with Carthage - the 1st, 2nd, and 3rd Punic Wars. Rome alternately and often simultaneously was engaging in battle with the Greeks and others to the East in the Macedonian, Seleu-cid, Illyrian, and Roman-Syrian Wars. With the conquest of the Greeks, Rome turned to its greatest remaining foe.
