We are all familiar with laws made by Congress or by a Stale Legislature. Laws are implemented at the government agency level through rule making and regulations, whieh are binding on those who are regulated. We also have ease law: written opinions by judges and hearing of-fieers interpreting law or regulation. At the local level, there are ordinances made by local governing bodies that also carry the force of law.
