GRANDIOSE WATER DEVELOPMENT PLANS

Water is scarce in the parched American West. Concern surrounding impending water shortages is palpable as public water managers and private water-industry investors scramble to design infrastructure projects aiming to bolster supply availability and reliability. In the November 2010 edition of this column, various water infrastructure investing mechanisms were reviewed. Specific water infrastructure funding structures include government appropriations, private investment, and public-private partnerships. This month we will focus on three noteworthy water development proposals that are viewed by some to be grand plans and by others to be grand scams. While all water development projects present challenges, some proposals are surely more outlandish than others.
