摘要

For many water providers in the United States (U.S.), especially in the arid West, the uncontrolled use of water during the summer outdoor-irrigation season is a problem. This pattern of usage drives expensive infrastructure investment, adds to water quality problems, and continues the revenue volatility that concerns managers. For end users, this pattern has come to be accepted as the norm, with consumers spending more than needed for water, landscape plantings suffering from application of too much water, and a disconnect between the messaging that water is important and this all-too-typical use of water in their community. In short, the current pattern in most U.S. cities is a highly inefficient application of a valuable resource.
