This column has somewhat of a reputation for being a Jeremiad - a lamentation, a complaint - laced with humor and sarcasm. If that is your hope for this one, well let's warn you first that this is going to be different. It is going to explain something that Congress is debating that has that potential to accomplish great good - if only one remembers that the perfect is often the enemy of the good.
