How many governments are too many? Every American belongs to myriad overlapping political units, from the national down to the local. Even at the local level, more than 87,000 independent governments divide responsibility for delivering services. Small towns and cities carve up the territory of our metropolitan and rural areas, and school districts and special districts add additional layers of government authority.
