Up-front rejections or which type of papers should I not submit to Water Research

WR handles more than 2000 papers/year and we have of the order of 6000 referee jobs carried out each year. Our paper policy for incoming papers is to handle papers which need minor revisions only. Papers that need more work to maybe reach the high level of Water Research, we reject. In order to protect referees from futile work (in relation to Water Research), and to allow authors to have a speedy submission to a more appropriate journal, we use up-front rejections. Our policy of up-front rejections is one of the reasons for our fast handling of accepted papers also. We have now a target of 6 months from submission to electronic publishing. Up-front rejections have two levels: Rejection by the editorial office and rejection directly by the editor.
