Budget, Statutory Limits Temper Industry's 'Optimism' Of EPA Rule Review

Industry groups are expressing "cautious optimism" about possible changes to much-criticized rules stemming from the agency's regulatory review plan, but some say that agency budget cuts, statutory constraints, and the lack of substantive rule changes from previous reviews are tempering their expectations about the latest EPA effort. EPA received hundreds of comments from industry organizations, individual companies, environmentalists and other groups in 15 different public dockets on the agency's plan to respond to President Obama's Executive Order (E.O.) 13653 on streamlining agency regulations. EPA took comment through April 4 on its plan to undertake a broad retroactive review of its air, waste, water, toxics, and other rules in order to comply with the order.
