A federal district court has ruled for the first time that conductivity, a measure of salinity pollution stemming from mountaintop mining and other industrial activity, harms water quality and aquatic life, bolstering efforts to regulate the discharges just as a key appellate court is slated to rule on the legality of an EPA policy that sought to limit the releases.
