EPA Extends Loan Repayment Terms For Drinking Water Revolving Loans

EPA's Office of Ground Water and Drinking Water (OGWDW) is expanding the circumstances under which a water system can qualify for an extended financing term on its debt obligations for funds for municipal drinking water infrastructure. In an April 14 memo to EPA's water division regional directors, OGWDW director Peter Grevatt explained the new terms under which a water system would now be eligible for a loan term of up to 30 years, compared to the typical drinking water state revolving fund (DWSRF)loan repayment terms of up to 20 years. The agency has previously allowed communities that are designated "disadvantaged" based on state affordability criteria to obtain 30-year repayment terms, but the memo now extends that flexibility to any system that has municipal debt obligations.
