EPA's critics in Congress are now considering waiting until 2017 for a concerted effort to pass a comprehensive regulatory reform package that a potential GOP president might sign, though they continue to push new bills that would allow legislators to end what they see as agency overreach with its climate, water, and other rules. "It's an entire basket of big-picture regulatory reform items, thinking about the balance of power between Congress, the judiciary, and the presidency. . . . There's a lot of interest in crystallizing these ideas in legislation, so that when the next administration comes into office, potentially all of these things could be components of a 'first 100 days' package," attorney Andrew Grossman, a member of the free-market think tank Cato Institute, told Inside EPA in a recent interview.
