OMB Reviewing EPA Rebuttal To GAO Criticisms Of CWA Rule Campaign

The White House Office of Management & Budget (OMB) is reviewing EPA's draft formal response to Government Accountability Office (GAO) criticisms that the agency violated legal restrictions on use of appropriations in how it promoted its Clean Water Act (CWA) jurisdiction rule, says EPA Administrator Gina McCarthy. At a Feb. 11 House Agriculture Committee on the impact of the agency's rules on the rural economy, several lawmakers quizzed McCarthy about the CWA rule. Critics echoed long-running attacks on the rule - which EPA jointly crafted with the Army Corps of Engineers - including that it vastly expands the scope of the water law.
