Utilities Urge Congress To Boost Clean Water Infrastructure Spending

Wastewater and stormwater utilities are ramping up pressure on lawmakers to boost spending on clean water infrastructure programs in upcoming bipartisan infrastructure legislation, calling for increased use of grants rather than loans and "direct investment" in EPA and other programs rather than just increasing authorized funding levels. In a July 14 newsletter to its members, the National Association of Clean Water Agencies (NACWA), which represents the utilities, says the organization's "key message to Congress continues to be that any funds in a comprehensive infrastructure bill must be appropriated, not just authorized (i.e. Congress must send the money out the door immediately and not just promise to send the money in the future), and must be in the form of grants as much as possible as opposed to loans."
