A federal district court judge has stayed a Dec. 17 deadline for EPA to develop a plan to control the temperature of the Columbia and Snake rivers as climate change worsens, clearing the way for an appellate court to consider the thorny issue of whether EPA must craft such plans in cases where states have not.
