Certification: set the right bar, not a high bar

Operator certification and licensure is a highly nuanced institution undertaken by governmental and nongovernmental organizations all over the world. Though the multitude of certifiers does lead to some diversity, the vast majority of their programs have relatively similar requirements: the likely result of over 40 years of collaboration within and involvement with the water environment sector's leader on operator certification issues, the Association of Boards of Certification (ABC; Ankeny, Iowa).
