Bill proposes major changes to water ownership

A group of government and independent senators in Chile have put forward a bill that proposes a reform to the constitution that would assert state ownership of water resources and create authorities to undertake potable water and sanitation service provision. The reform would end individual rights to water resources and would give the state the 'absolute, exclusive, inalienable and unlimited right' to water resources.
