This installment covers the 1966-1975 and 1971-1980 shipbuilding programs, which were developed during the period of Leonid Brezhnev's leadership of the USSR. In 1964 Nikita Khrushchev was removed from his post. With his experiments he had managed to put the country into such a state that there was not even enough bread. The former granary of the world began to buy grain abroad. Agriculture went into complete decline. When he came to power Leonid Brezhnev had to start by restoring elementary order to the economy.~2 One of the measures taken, for example, was to export up to 17% of Soviet oil, as a great deal of capital was required to develop industrial production. As it happened, the lion's share of the money received from the sale of oil went to the military-industrial complex.
