The Issue: Earlier this year the SEC undertook a public comment period over a group of proposed rules set forward in an effort to curb short selling. The Commission outlined five potential rule changes that ranged from reinstating the original uptick rule to circuit breaker type rules that would impose restrictions if a stock declines by a certain percent. Those proposals fell into two main categories: imposing market-wide sales restrictionsrnand targeting particular stocks in rapid decline for restrictions.
