As regulators continuernto sift through the rubble of the May 6 stock market Flash Crash, the SEC already has moved to institute safeguards to prevent a recurrance of the event, in which stocks briefly lost nearly $1 trillion in value in a matter of minutes before recovering almost as quickly. In early June, the SEC implemented a circuit breaker pilot program establishing trading pauses for individual S&P 500 stocks that see price changes of 10 percent or more within a five-minute timeframe.
