At the end of 2006, poor households accounted for some 18 percent but 61 districts with 797 communes and towns in 20 provinces had more than 50 percent of households in poverty. This was 3.5 times higher than the national average. The average monthly income of poor households in 61 districts is VND140,000 per head, equal to only 9 percent of that of the richest group and 22 percent of the national average. This shows that poverty reduction policies are still ineffective and the poverty proportion remains. Besides, the number of households falling below the poverty line has tended to increase and this has actually become a huge challenge.
