U.S.and Russia Initial Amendment to Russian Suspension Agreement

On September 11, representatives from the U.S. Department of Commerce (DOC) and State Atomic Energy Corporation Rosatom initialed a draft amendment to the Russian Suspension Agreement (RSA) that, if finalized, will dictate the future of U.S.-Russia nuclear fuel trade for the next two decades. Quota - The overall quota, as detailed in the table below, reflects a decrease in Russia's access to the U.S. market over time. Despite the higher export limits of 24% of U.S. enrichment demand in 2021 and 2023 (understood to be reflective of volumes under already signed contracts), the quota remains at 20% (the current limit) through 2027, dropping to 15% for the remainder of the time period covered by agreement (i.e., through 2040).
