USDOC, Rosatom Initial Draft Amendment for Russian Suspension Agreement

On September 11, the US Department of Commerce (DOC) and Russia’s State Atomic Energy Corp. Rosatom initialed a draft amendment to the Agreement Suspending the Antidumping Investigation on Uranium from the Russian Federation (Russian Suspension Agreement), which revises export limits and introduces new protections for US domestic nuclear fuel supplier. The amendment followed formal consultations opened on February 22, 2019, concerning the possible extension of the Agreement’s term, which is set to expire on December 31, 2020. In June, DOC’s Office of Policy and Negotiations Enforcement and Compliance preliminarily determined that, unless the termination clause was removed or amended, the Agreement would continue to fail to prevent price suppression or undercutting and would no longer be in the public interest.
