In the mid-1990s, a pair of restless 20-somethings working in the Cartoon Network's video library took to watching long-forgotten cartoons with the volume turned down. The challenge of thinking up new dialogue for the old animation helped pass the time. "The fact that we couldn't change any of the video put us in a box," says Matt Thompson, who later started a production company with coworker Adam Reed. "And we had to write our way out of it." When the duo returned to the Cartoon Network last fall to launch a comedy called Sealab 2021, they used the same low-tech model: Nearly 80 percent of the program's animation is recycled from the '70s-era series Sealab 2020 to make a show that exploits the campy naivete of the original.
