摘要

The high complexity of urban transport planning and regulation is not new. Starting with the common ground shared by all urban services, such as responding to public needs, the provision of transport services quickly proves to be distinct. In this way, we find an offer based on a combination of public and private services that compete both for users and for the use of scarce public space, a service with important economic but also social implications, a demand with a strong temporal and geographical component, and finally an intense combination of political and technical elements.
